I too would like to know how to download this and WinOLS 4.51, ECM Titanium etc but they all say I'm not permitted. I don't get it...

No actually it wont, unless you contact customer support and provide them with your serial numbers the device will never be locked, online offline whatever.

Willing to bet you updated past this version and resynced the device then you tried to use this afterwards and it will NEVER work HPTuners does not allow that and you cannot downgrade the device or flip flop between new and old software.

You bump every post asking about the missing HPTuners files its annoying because the files are there and it works you just don't know what you are doing you post so much whining about it you seem very ungrateful I hope your devices do get locked or the admin of the page disables your ability to comment because you're ignorant.
